School districts are responsible for submitting a grant application.\n Once all of the school district applications are submitted\, a panel of math and science teacher from ineligible counties reviews each application and selects finalists. An advisory council composed of farmer-leaders then reviews and selects the winning grant applications from a pool of finalists.
